The ultimate aim of today’s meeting is to find sufficient funding and a way through the complicated application processes. The meeting followed a site visit the previous afternoon to all three ancient chapels attended by Elizabeth, Krystyna, Marion, Oliver, Rory, & Val. Elizabeth gave a brief resume of the main points:Killean Church ruins: the vault needs repair – roof overgrown, Heras fencing impeding access to vault and grounds within overgrown. Supporting clamps previously in place – need re-tensioning urgently. Kilchenzie Chapel remains: Previous remedial works have stabilised deterioration. Needs ivy trimmed back. Issues with possible future access. Currently gates padlocked – so no access unless pre-arranged.Kilkivan Church ruins: Mediaeval slabs very exposed and at very high risk of irreparable damage, the wall behind already collapsed. Bulging noted on wall heads in the chapel. | ||
Oliver: We have 3 sites, 2 community groups, 1 owner…. Considerable amount of masonry consolidation needing done at all three sites.Culturally significant stones over all three sites. In 2018, a database was produced by Oliver making a case for Scheduled Chapels in Argyll & Bute which are in Council Ownership. A risk matrix was developed, in order of most need. Killean near the top of the list, Kilkivan high up there too.Oliver went on to explain we need to work together to access larger funding streams. Both groups need to show there is value in any conservation, consolidation or repair works undertaken which go beyond the historical significance of the three sites. There are several funding streams available through Historic Environment Scotland (HES)and elsewhere depending on the costs, the urgency, and the significance of the project.Under £5,000 – Oliver can access – mainly used for reports etc, very urgent small-scale works. £5,000 – £25,000 – ‘Express Grant Scheme’ – apply at any time – mostly for urgent remedial works (removing slabs to place of safety/ or conservator; clearing growth off vault roof etc.£25,000 – £100,000 – ‘Small Grant Scheme’ – applications end of April, Aug, Dec £100,00 – £500,000 – ‘Large Grant Scheme’ – applications end of Jue, Oct, FebA joint application would show more value – in the 6 priority groups HES uses to process successful applications. Krystyna: Kilkivan: An Options Appraisal Report already completed in May 2022 with costings & works needed. Graciela Ainsworth – Stone Conservator, has been approached – there may be some unknown costs associated with the slabs, which will only be apparent once they are removed and assessed properly.Killean & Kilchenzie: Initial Stage Report completed in 2016. Bracing works at Killean & Limecrete bags at Kilchenzie completed – with an anticipated lifespan of approx. 7-10years (at the time of completion) for the remedial works. No Stone Conservator report, or of approximate costings done. An Options Appraisal Report now needed for both K & K to bring them up to the same place as with Kilkivan.Krystyna also mentioned a project she worked on in the borders where she fully managed the whole project on a site owned by the council. They were only present at the final stage. | ||
